The recommended approach to create API users via https://portal.rpxfax.com is to keep the account generic. For example, instead of using jdoe, rsmith, etc., use apiuser1, apiuser2, etc.

When creating API users, navigate to the Permissions tab and select "No Access" (below Portal Access Level) and select the relevant checkboxes below "API Permissions".
